In Vietnam, the post office and Vietnam stamp company are two different adminitiative offices. That means in many post office, especially in provinces, the post refuses the stamps at high value on the letter R as the postage fee in that case is not counted for the post but for the stamps company. Of course, there are other problems related to this complex.
Another thing, the inland postage fee is at 3,000 VND for the normal letter. With the 10,500VND stamp as on the cover, the postage is enough for the inland registered letter. But, in Vietnam, the stamps used on the R letter are not counted to pay the fee, except the international registered letter. That's so bad for collectors here.
